Stop Accidental Cell Calls
SACC (stop accidental cell calls) was created in 1998 by Dale Lissner..
Mr. Lissner is a retired aerospace control panel/display/procedures Engineer.
His Human Factors Engineering background in safety design has ranged from Manned Orbital Laboratories, Lunar Engine Module (APOLLO), Litton Ship Systems (missile destroyer DD-963), to the Trident submarine.
Mr. Lissner has also been the Director of a major Earthquake Preparedness operation in Southern California. He and his wife Sheryl directed and personally funded 5 sea-going containers fully outfitted with blankets, sleeping bags, non perishable food, first aid kits, and a 5 day supply of water for up to 400 persons, per container. All were placed “on campus” at 5 area high schools
He has also been involved with F.A.A. in the post 911 redesign of Boeing aircraft cockpit doors to strengthen and bulletproof their structure.
Mr. Lissner came across the cell phone 911 problem by having it accidentally activated in freeway travel after calling 911 to have a DUI vehicle pulled over.
His wife Sheryl placed the cell phone in her purse and unknowingly hit the auto dial 911 that tied up the 911 center’s line for 5 minutes. The Lissner’s were dismayed at the potential seriousness of this accidental call to 911.
Mr. Lissner then went to work to find a remedy to this problem. He researched the cell phone manuals and investigated manufacturers and identified the major brands and models which were problem phones. He then purchased 35-40 of these phones and had the” 9 “key CAD (computer aid designed) to have a “best fit ring” designed. The next step was to research out the optimum material and adhesive to attach the rings to the phones surface. The ASTM (American Standard of Testing and Measurements) method allowed the perfect combination of firmness, elasticity and adhesiveness through the use of 3M Bumpon products.
All the kits are categorized into 5 different patterns and include instructions in English, Spanish, and French. Also included is an Ethyl Alcohol wipe to clean the cell phone surface and applicants fingers of any oils etc. prior to applying the button guard to the cell phone.
The kits are very inexpensive and easily applied….
There are presently in excess of 40,000,000 problem cell phones in operation.
It is Mr. Lissner’s hope that the majority of PSAP’S will participate in a nationwide disbursement of these cell phone 911 button guard kits (in the process giving high profile public awareness to this little known problem), and cause a rolling blackout of the majority of these problem cell phones clogging lines of the 911 centers with unintentional calls.
